Retired General Williams has sparked a significant debate by suggesting the disbandment of Nigeria's National Intelligence Agency (NIA) and the Department of State Services (DSS) due to their inadequate performance in identifying and monitoring the sponsors of terrorism. 

In a recent statement, General Williams criticized these agencies for their inability to track the financial sources of Boko Haram, asserting, “If the National Intelligence Agency, the Defence Intelligence Agency, and the Department of State Services cannot find where the Boko Haram terrorists are getting money from, the government should close them. Is Boko Haram getting money from heaven?”

He emphasized that the support from terrorized communities is critical in understanding why these groups persist, asserting that Boko Haram's primary interest lies in Borno State rather than expanding into other regions of Nigeria. 

General Williams further argued that the current situation transcends typical terrorism, describing the attackers as kidnappers who have evolved beyond mere acts of terror. He pointed to the boldness of notorious bandit kingpin Bello Turji, who has openly challenged the military, suggesting a serious lack of effective action from security forces
